INOVA Opening New Health Center at former Exxon Mobil Campus
INOVA Health System is planning to develop a Center for Personalized Health on the former Exxon Mobil campus, reported the Washington Business Journal in September. INOVA has already taken possession of the 117 acre property on Gallows Road.
The new health center will specialize in precision medicine tailoring treatments to an individual’s genetic makeup and will also house the $250 million Dwight and Martha Schar Cancer Institute.
The first building is expected to open in early 2016. INOVA will use the building for activities such as medical conferences and continuing education seminars. It will eventually have a wellness center and offer services like physical therapy. The opening of the cancer center is planned for 2018.
INOVA will also incorporate health-focused restaurants and retailers, as well as technology-oriented businesses in its overall plan for the Center.
Grass Height Restrictions on Fairfax County Lawns
At the October, 2015 WHCA meeting, neighbors raised the question about the county code with regard to grass height. According to the Fairfax County Property Maintenance Code, grass cannot be higher than twelve inches on developed residential properties that are half an acre or less in area.
Complaints about grass height can be filed with the county and will remain confidential. The county typically sends a letter to the homeowner with a request that the grass be cut. Based on the severity of the problem and number of complaints, the county may arrange to have the grass cut at the homeowner’s expense.
Because the county’s program to deal with uncut grass is seasonal, complaints are only accepted during the most active grass-growing season, from April 1 through mid-October. New Noise Ordinance
Fairfax County Board of Supervisors passed a new noise ordinance on November 17 in response to a recent decision by the Virginia Supreme Court that defines excessive noise based on decibel levels instead of the subjective “reasonable person” standard. The new rules take effect February 17, 2016 and apply to loudspeakers, home noise, lawn equipment, dog parks, animal noise, athletic fields and other sources. It is looking for able-bodied volunteers to help with picking up donated furniture and delivering it by truck to the homes of needy individuals and families, all of whom are referrals from county social workers, local faith communities, and several nonprofit groups serving the formerly homeless or victims of spousal abuse. Moving crews meet in McLean on Saturdays at 8:30 a.m and are usually finished before 1:30 p.m. Volunteers are generally willing to do three to six furniture runs per year. Woodburn Homes Civic Association (WHCA) Meeting

Proposed for Approval at Jan. 25, 2016 Meeting
The fall WHCA meeting, held at the Epiphany of Our Lord Byzantine Catholic Church, was called to order at 7:30pm by Carol Russell, President.
In addition to the 5 officers listed below, there were 14 members who attended the meeting, for a total of 19 attendees.

President Russell opened a discussion on amending the proposed July 27, 2015 minutes, which had been distributed along with copies of the August 2015 Newsletter, to delete a sentence in the section on the proposal for clearing a walking path from Reedy to Tobin, which stated: They [the Reed and Stan families] noted that they have granted permission to Reedy Dr. neighbors who have asked to walk up the Reedy driveway (road) through their property and along their back road (alleyway) to Tobin for easier access to Eakin Park. The Reed and Stan families had informed President Russell that they have not granted such permission because of issues of liability in case of personal injuries and property damage. As a result, a motion was made, seconded, and passed to delete the aforementioned sentence from the minutes. A motion was then made, seconded and passed to approve the July 27, 2015 WHCA meeting minutes, as amended.
President Russell reported that WHCA Council members met on August 12 and October 22, 2015 to discuss recommendations concerning the proposal to clear a path from Reedy to Tobin and to prepare for the October 26, 2015 WHCA meeting and agenda, which was approved and distributed.
The President then proceeded to ask for the Officers’ reports, provided as follows:
Vice-President Loretta Rowe reported that there is nothing new concerning the WHCA website.
Treasurer Jeanne Midgett reported that currently there is $462.06 in the WHCA Treasury. She brought WHCA magnets to distribute and reminded members to pay their 2015 annual dues.
Secretary Anna Fotias noted as follow-up to the Fairfax County Police presentation at WHCA’s July 27, 2015 meeting, two WHCA volunteers were needed; one volunteer to be a point of contact for police if WHCA is interested in re-instituting a Neighborhood Watch Program, and another volunteer to attend the Citizen Advisory Committee meetings held at the Mason Police District offices on the first Tuesday of each month at 7pm. She asked any volunteers to contact her.
Area Representative Coordinator Kristin Haynes reported that our next scheduled WHCA social event was the Holiday/Winter Party, which could occur in December, January or February, depending on who volunteered to host the event. She encouraged any WHCA members interested in hosting to contact her as soon as possible. Also, WHCA is researching other possible alternate locations for this event. She noted that she had additional File of Life Folders (for emergency preparedness) and reflector tape for trash cans for anyone who was interested.
WHCA’s Newsletter Editor Josh Goodman reported that the deadline for submission of materials for publication in the next WHCA Newsletter is November 15, 2015. Distribution of the Newsletter is scheduled to occur at the end of November.
Follow-up items from last meeting: President Russell then reported on the following items of continuing interest to WHCA, which were discussed, as follows:
- Road Repaving. President Russell reported that we are still on VDOT’s list to be scheduled for repaving, but that they don’t know when our repaving is to occur. The WHCA Council will continue to follow-up and report back on this issue.
- Garden Plots along Woodburn Road. In response to Ernestine Hall’s concern that the public garden plots along Woodburn Road present an unsightly view since we can now see all the fenced in garden structures through the recently cut back tall pine trees along Woodburn, President Russell reported that she wrote a letter on behalf of WHCA requesting that Fairfax County Park Authority plant additional small shrubs at the base of the pine trees on the park side of Woodburn Road to help hide the view of the garden plots. She is awaiting their response and will report back to WHCA when received.
- Little “Free” Lending Library. Kristin Haynes reported that her daughter, Nicole Haynes, was pursuing her interest in developing her Girl Scout Gold project, which would include designing, building and locating a free library box in our neighborhood.
- Dumped Sofa on Knox Road Side of Tobin Road Property. President Russell reported that the dumped sofa on the Knox Road side of a Tobin Road property, which reappeared on the other side of Knox Road, was finally removed. The County Inspector asked her to remind residents to report such dumped items immediately and to work with the County to have dumped items removed as quickly as possible so that our neighborhood would not become a potential dumping ground in future.
- Proposal for Clearing Walking Path from Reedy to Tobin. A proposal had been made at the April 27, 2015 WHCA meeting to clear out brush and over growth and create a walking path (the size of a sidewalk) through an existing easement from Reedy to Tobin for neighbors to more easily walk through to Eakin Park. Several residents, whose property runs alongside this easement, expressed strong opposition to the proposal at the July 27, 2015 WHCA meeting based on issues of their personal safety and privacy. Before proceeding with any more discussion on this proposal, President Russell committed to obtaining further facts from Fairfax County on ownership of the Reedy road connecting Reedy to Tobin.
President Russell distributed two maps of this specific area (copies attached at end of minutes) and reported the following as a result of her discussion with Donald Stephens, Fairfax County Department of Transportation on August 17, 2015 (later verified by e-mail from Mr. Stephens on 8/18/2015):
- On Map 1, there is a 40′ wide section of land that connects Reedy Drive to Tobin Road, designated as “[Not Thru]”.
- The top section of Map 1 shows detail of an area labeled “right of way.” The 25′ wide eastern most section of that 40′ strip of land is considered by the county to be “right of way” and is potentially available for anyone to use.
- The 15′ wide western most section of that same 40′ strip of land is NOT now identified as county property and at this point its ownership is in question.
- The access way (alley) behind 3401, 3405, 3409, etc. Reedy Drive is a common driveway and is private; it has no general public access.
- The 40′ wide strip of land is not wide enough for a road. A path might be an option to pursue, once the ownership issue is settled.
- County would have to approve such a path.
- County would not fund either clearing or maintenance of a path.
President Russell reported that the County outlined the following initial steps if the desired outcome is to create a path/walkway at the section of land connecting Reedy to Tobin (as shown on Map 1):
- Should not do anything until a title search from a professional land development practices lawyer is completed to determine the ownership status of the 15′ wide section of land. (Estimated cost = $400.)
- If the title search confirms that the public has a “right of way” to this portion of Reedy that goes north to Tobin, then we would need to go through our County Supervisor to pursue further. (County strongly recommends against discussing with County Supervisor without doing the title search first.)
- County would have to authorize the development of the path to connect Reedy to Tobin.
- Maintenance Agreement would be a precondition of County authorization of a path.
- This maintenance agreement would have to be signed by a neighborhood organization or group of citizens who commit in writing to maintain the path in perpetuity.
- We would have to show “capacity to fund” the agreement.
- This type of maintenance agreement is more suitable for a homeowners association where owning a home in the neighborhood requires payment of dues and the homeowners association already maintains property (e.g., Strathmeade).
- County would not do any work in clearing out the area to develop a path or maintain the path. The neighborhood would have to clear out the area and would have to provide all funds necessary to create and maintain the path.
Map 2 diagram describes safety issues:
- Because of oncoming traffic from Eakin Park on Tobin, we would have to chop down sufficient bushes to ensure good visibility at the Tobin Road entrance to the path.
- To ensure safety, we would have to have a sign put up on Tobin Road to warn oncoming vehicles of pedestrians who may be coming onto Tobin from the path. County will not provide any funds for sign; cost for installing sign must be financed by neighborhood. (Cost = about $600 – $1,000.)
- Authorization process would start with a letter to our County Supervisor (Linda Smyth) that identifies a conceptual plan for the development of the path. Once conceptual plan is approved, a more specific plan may be required.
- Both Fairfax County Department of Transportation and VDOT confirmed that they do not maintain the section of land connecting Reedy with Tobin because it is not a road.
Concerning potential cost of creating/maintaining a path from Reedy to Tobin, President Russell summarized, as follows:
- Title search = $400
- Clearing path= $TBD
- Sign warning traffic coming from Eakin Park = $600 – $1000
- Ongoing maintenance of path = $TBD
- Minimum cost = $1,000+
President Russell also pointed out that the WHCA Council had met on this issue on August 12, 2015 and voted to recommend that WHCA not pursue the path proposal.
At the conclusion of President Russell’s report, a motion was made and seconded that WHCA not pursue the proposal to create a path from Reedy to Tobin because of the significant costs and commitments which WHCA is unable to assume. By a vote of 17 in favor and 2 opposed, the motion was passed.
The following was reported under Community Needs:
- Community Assistance. Ernestine Hall, who is WHCA’s coordinator for welcoming and providing assistance to community residents, reported that our neighbor, Tawab Farzad at 3436 Beverly, lost his battle with cancer. The Halls and several other neighbors attended Tawab’s funeral on September 12. WHCA’s sympathy to the family was expressed.
The following was reported under Public Comments/Concerns:
- Radon Testing. Ann Hawkins reported that the Woodburn Homes’ neighbors who purchased Jack Butts’ house on Beverly Drive had done a radon test for their home, which came back with the result of a dangerously high level of radon in their basement. They have taken steps to ventilate their basement to reduce the radon level to an acceptable range. The Hawkins are currently doing a radon test for their home, and Ann advised others to purchase inexpensive radon test kits from Home Depot if they were interested in determining that radon levels were safe in their homes.
- Neighborhood Halloween Parade. Irene VanSlyke asked if WHCA had ever sponsored a Halloween parade for children. Consensus was that WHCA has not. However, neighboring Annandale and Camelot (Camelot Elementary School) had sponsored children’s Halloween parades in the past.
- Two Homes on Knox Road with Unsightly Yards. Ernestine Hall reported that she observed two homes on Knox Road, between Taylor and Hayden, with such unsightly yards that could negatively impact our property values. One house has about 10 cars parked in its driveway, yard and along the street. The other house had numerous chopped up tree trunks in a circular arrangement and piled on top of each other in the yard. President Russell advised that she would contact the County to inquire about any violations of County regulations.
- INOVA Health Center on former Exxon Mobil Property. President Russell thanked Kristin Haynes for finding the article in the Annandale Patch, which described the future INOVA Center for Personalized Health to be contained on the former Exxon Mobil campus. President Russell noted that INOVA has already put INOVA signs up at the Exxon campus. She quoted the article which described how INOVA Health System is planning to develop a new health center that will specialize in precision medicine tailoring treatments to an individual’s genetic makeup. The campus will also house a $250 million Cancer Institute.

- Pedestrian Safety along Woodburn Road. Josh Goodman mentioned the dangers presented by speeding cars to pedestrians walking along Woodburn Road with its narrow to no shoulders and no sidewalks. Mention was also made about how dark our neighborhood is at night with very few street lights. Anna Fotias noted that one of WHCA’s goals is to maintain the rural character of our community, but safety is also of concern. Another comment was that the County likes to collect money and not to spend it on installing lights and sidewalks along roads, and property owners also don’t like giving up a portion of their land for such purposes.
- Street Signs for Multiple Homes on Pipe Stems. Lelah Delgado asked if street signs for multiple houses located on pipe stems could be re-installed so that emergency vehicles could more easily find houses there, particularly on Reedy Drive. President Russell stated she would investigate and report back.
- County Ordinances for Yard Overgrowth. Lelah Delgado also asked about residential codes/ordinances concerning restrictions about height of overgrowth (grass/weeds/shrubs) in yards. She was advised that this information could be found on-line at the County website.
President Russell adjourned the meeting at 8:25pm. Coffee and desserts, provided by WHCA Council members, were enjoyed by attendees, who remained to socialize. The next WHCA meeting is scheduled for Monday, January 25, 2016 at 7:30pm in the basement of the old Byzantine Catholic Church’s social hall.
